I really do not know what the actual volume limits are, but it probably varies by area and neighborhoods etc.

Obviously if YOUR walls are vibrating because of a neighbors loud music, then you definitely know that their music is being played WAY too loud.

Also I think that the time of day factors in to any possible police actions as well, along with if anyone has called the police to complain.

I can find noise control only in places like the public libraries and hospitals. There are strict rules in these places and such of those who transgress these rules are strictly punished.
